1. Executive Director's Office
Executive Director's Office is in charge of upholding the viable technical and financial reporting system, regular checking and delivery of data to National Fund related to financial and technical progress in order for National Fund to be able to send requests for funds to EC, in line with Financing Agreements and Memoranda. Director's Office is in charge of certifying to the National Fund that all data given are correct and that they are supported by original documentation.
PR Officer within the Executive Director's Office is in charge of cooperation with media, design and implementation of promotional projects in order to acquaint the public with the work of the Agency, and provides information to the general public in line with Information Access Law.
2. Independent Internal Audit Department
Department is in charge of internal audit of the Agency in accordance with the Law on Public Internal Financial Controls. The internal audits are carried out in compliance with the Rulebook on Internal Audit for Budget Users and Manual for internal auditors.
Department carries out internal systems audits and audits regarding preparation and implementation of projects financed from the EU pre-accession programmes, monitors implementation of recommendations from previous audit reports, cooperates with Central Harmonisation Unit and Internal and External Auditors.
3. Education and HRD Directorate
Education and HRD Directorate implements activities related to management and education of the CFCA employees. The tasks of the Directorate include the following: selection and recruitment, development and education, job description analysis, performance management, training plan development, education programme implementation and regular records maintenance.
The Directorate is also responsible for implementation of eduacation and training programmes for other institutions involved in management and implementation system of projects financed from EU programmes which includes organizing seminars, workshops and so-called on-the-job trainings in the CFCA.

4. Quality Assurance Directorate
Quality Assurance Directorate supervises the application of Decentralized Implementation System (DIS), and organizes the implementation of internal quality controls. The Directorate is responsible for control of documentation before their submission to DEU for ex-ante approval for the purpose of their quality assurance. In addition, this Directorate controls the work of Finance and Accounting Directorate, Directorate for Preparation and Implementation of Projects and Contracting Directorate, i.e. performs verification of compliance of aforementioned documentation with EU rules and regulations and ensures the segregation of duties. Moreover, the Directorate participate in drafting guidelines and methodology related to management of programmes and projects financed from EU pre-accession funds, as well as other public administration bodies involved in implementation of pre-accession and other EU assistance programmes in Decentralized System.
Quality Assurance Directorate consists of:

3. Department for Legal Affairs
Department for Legal Affairs is responsible for resolving legal issues which emerge during preparation, implementation and after implementation of projects financed from EU funds. Monitors legislation and performs interpretation of EU and Croatian regulation. Drafts decisions, contracts, internal acts and other legal documents and gives legal opinions in line with CFCA's requirements. Department for Legal Affairs also drafts internal procedures and updating relevant manuals of the CFCA.
5. Directorate for Preparation and Implementation of Projects
The Directorate for Preparation and Implementation of Projects performs tasks related to timely, efficient and purposeful preparation of tender documentation in line with EU rules and practices within the scope of Decentralized Implementation System. Moreover, the Directorate is responsible for implementation of projects related to preparation for EU accession and full EU membership of the Republic of Croatia (PHARE, ISPA, IPA). Therefore, tasks covered by this Directorate include control of project fiches, drafting Procurement Plan, publication of Procurement Notices, providing support to beneficiary institutions in preparing draft tender documentation, performing control of tender documentation, controlling implementation process, education of employees and other implementation bodies involved in implementation of EU pre-accession and other EU assistance programmes in Decentralized Implementation System, cooperation with representatives of other public administration bodies or final beneficiaries, as well as participation in drafting guidelines and methodology for institutions related to procurement procedures and implementation of projects from pre-accession programmes. This Directorate cooperate with Delegation of the European Union in the Republic of Croatia in performing activities related to areas of their competence.
Directorate for Preparation and Implementation of Projects consists of:

6. Contracting Directorate
Tasks of the Directorate include evaluation of offers received, contracting, and education of employees in other public administration bodies involved in implementation of pre-accession and other decentralized EU programmes, cooperation with officials from other public administration bodies or final beneficiaries. Specifically, Directorate organizes and implements tendering and evaluation procedures; drafts contracts according to procurement rules for all types of contracts: supplies, works, grants and services; prepares tender documentation; prepares corresponding written instructions and clarifications concerning tendering procedure, contracting or evaluation; organizes and implements trainings of public administration or final beneficiary employees relating to the work they do; participates in drafting and implementation of methodology instructions; coordinates relating units and officials in the bodies of public administration in executing before - mentioned activities. According to EU rules and regulations, the Delegation of the EC conducts ex-ante control of procurement procedures.
Contracting Directorate consists of:

7. Finance and Accounting Directorate
Finance and Accounting Directorate carries out the assignments related to finance, payments, control, accounting, financial reporting, general ledger and bank sub-account for EU programmes in Decentralized Implementation System under the competence of CFCA. Cooperates with the National Fund, as a specially organized entity within the State Treasury concerning: submission of requests for funds from special bank-accounts of the National Fund opened for EU funded projects, withdrawal of funds from the unique account of State Treasury, accounts within the local government budgets or final beneficiaries, and with the purpose of execution of payments according to concluded contracts and on grounds of relating Financing Agreements; sending of monthly, quarterly or interim reports regarding financial implementation of projects that are being financed from the pre-accession funds and other EU funded projects within the responsibility of the CFCA. Accounting particularly consists of: establishing and maintaining of the accounting system in question (accounting plan, general ledger, sub-accounts within the National Fund special account), keeping records and accounting for each programme, keeping records on all payments made by programme, project, contract etc, preparation of financial reports and keeping record of all transactions according to PERSEUS methodology or otherwise, as prescribed by the European Commission rules.
Directorate cooperates with the Delegation of the EC to the Republic of Croatia concerning activities from its competence.

Common Affairs Directorate consists of:
1. Registration Department
Registration Office coordinates file and documentation management for CFCA, in accordance with legal regulation of the Republic of Croatia and internal procedures. Performs tasks related to welcoming clients and managing telephone calls.
2. Finance and Budget Department
Finance and Budget Department is responsible for material management, financial and accounting affairs. This Department organizes and performs tasks related to supply of materials, decoration and equipping the CFCA's premises.
3. IT Department
IT Department provides IT support to CFCA's business processes.
9. Twinning Directorate
Twinning Directorate is in charge of coordination of all Twinning activities and oversees implementation of all Twinning projects in the Republic of Croatia. Twinning Directorate devises and develops strategy for Twinning instruments in the Republic of Croatia and participates in establishment of network of cooperation related to Twinning projects with other beneficiary countries and EU member states. It submits all information related to Twinning projects to all involved ministries and institutions in the Republic of Croatia and directs communication related to Twinning projects among EC, EU member states and beneficiaries in the Republic of Croatia.
