The overall purpose of the Tender Dossier is to provide additional information on layout, schedule and content of the tender documentation, even though the tender procedure is based on PRAG or FIDIC. In case of any misinterpretation, tenderer has the right to ask questions in order to solve that problem, including questions related to technical issues on drafting tender documentation.

Economic/financial, technical and professional capacities are defined through so-called qualification criteria which are an integral part of the Procurement Notice. Those criteria will, in accordance with the rule, emerge in all procurement procedures which include publication of the Procurement Notice. The purpose of qualification criteria is to narrow the selection options on tenderers which provide sound guarantees that they can withstand a burden of the contract of a certain size. The demands stated in the criteria are dependant on contractor’s risk assessment.
