Jedno od četiri načela strukturnih fondova prema kojem sredstva, koja države članice dobivaju iz fondova EU, moraju biti komplementarna mjerama koje se financiraju iz nacionalnih sredstava, a ne zamjenjivati ih.
One of the four Structural Funds' principles which means that Community assistance to Member States must complement measures financed from national sources instead of replacing them.
