Prva faza projektnog ciklusa, koja uključuje pripremu višegodišnjih programskih dokumenata na temelju općeg strateškog okvira (strateške osnove). Primjeri strateških dokumenata su: VIFO, VIPD, OUS i operativni programi u okviru programa IPA.
The first phase of the project cycle which involves preparation of multi-annual programme documents based on the general strategic framework (strategic basis). Examples of the strategic documents are MIFF, MIPD, SCF and operational programmes in the framework of the IPA programme.
