Legal basis for the EU funds are decisions or regulations by the Council or the Council and the European Parliament. If the programmes are implemented outside of the EU, these legal acts must be supplemented by international agreements with the beneficiary country such as framework agreements, memoranda of understanding and financing agreements.
Pravna podloga za programe EU su odluke ili uredbe Vijeća ili Vijeća i Europskog parlamenta. Ako se programi provode izvan EU, uz ove pravne dokumente moraju postojati i međunarodni sporazumi sa zemljom korisnicom kao što su okvirni sporazumi, memorandumi o suglasnosti i sporazumi o financiranju.
