An independent body responsible for verifying the effective functioning of the management and control systems, inciuding verification of expenditure on a sample basis. In Croatia for PHARE and ISPA this function is carried out by the State Audit Office. For IPA, a special unit is set up that has to be functionally independent from all bodies involved in the preparation and implementation of IPA.
Neovisno tijelo odgovorno za provjeru učinkovitog funkcioniranja sustava upravljanja i kontrole, uključujući provjeru rashoda na temelju uzorka. U Hrvatskoj za programe PHARE i ISPA ovu funkciju obnaša Državni ured za reviziju. Za program IPA osnovana je posebna jedinica koja mora biti funkcionalno neovisna od svih tijela koje sudjeluju u pripremi i provedbi IPA programa.
