U procesu decentralizacije postupak u kojem revizori Europske komisije provjeravaju zadovoljava li provedbeni sustav nekog programa EU tražene standarde. Na temelju njihovih nalaza dužnosnik za ovjeravanje u Europskoj komisiji autorizira prijenos ovlasti za upravljanje na tijela zemlje korisnice.
Procedure in the decentralisation process, in which EC auditors check whether an implementation system of an EU programme satisfies required standards. Based on their findings the Authorising Officer with the EC grants the conferral of management to the authorities of the beneficiary country.

Prema politici EU o spolnoj ravnopravnosti u razvojnoj suradnji traži se integracija analize ravnopravnosti spolova na makro, mezo i mikro razinama tijekom cijelog projektnog ciklusa. Pomoću analize spolova može se utvrditi i integrirati dinamika promjene u zadanoj situaciji te pratiti njezin razvoj, posebice u odnosu na razlike između muškaraca i žena. Analiza spolova uključuje pažnju u odnosu na: različite uloge (produktivnu, reproduktivnu, donošenje odluka) muškaraca i žena; pristup potencijalima u različitoj mjeri te njihovo različito korištenje, kao i njihove specifične potrebe, interese i probleme; prepreke potpunoj i ravnopravnoj zastupljenosti muškaraca i žena u projektnim aktivnostima te ravnopravnost između muškaraca i žena u odnosu na primljene koristi.

Standardna analiza javnih projekata koji se financiraju iz fondova EU. Uključuje procjenu troškova i koristi kroz duže vrijeme, kako bi se odredila profitabilnost ulaganja. Uspoređuje se situacija ,,s" i „bez" projekta, kako bi se odredila neto korist od projekta.

Fokusira se na analizu, istraživanje i suradnju između država članica. U Financijskoj perspektivi 2007.-2013. program zamjenjuje program Progres. Hrvatskoj je program otvoren za sudjelovanje u 2006. godini.
The Community Programme in the field of employment and labour market in the period 2002-2006. It was established by the Decision of the European Parliament and the Council No. 1145/2002/EC. Its budget amounts to 55 million EUR. The programme focuses on analysis, research and cooperation between the Member States. In the Financial Perspective 2007-2013 it is replaced by the Progress programme. Croatia became eligible for participation in the programme in 2006.
