Izraz solidarnosti između država članica i regija Europske unije. Cilj je uravnotežen razvoj u cijeloj Uniji, smanjivanje strukturnih razlika između regija i promicanje jednakih mogućnosti za sve. Praktično se to postiže kroz niz financijskih operacija, prvenstveno kroz strukturne fondove i Kohezijski fond. Svake tri godine Europska komisija izdaje izvješće o napretku u postizanju ekonomske i socijalne kohezije te načinu na koji su mu politike Zajednice doprinijele.
An expression of solidarity between the Member States and regions of the European Union. The aim is balanced development throughout the EU, reducing structural disparities between regions and promoting equal opportunities for all. In practical terms this is achieved by means of a variety of financing operations, principally through the Structural Funds and the Cohesion Fund. Every three years the European Commission presents a report on progress made in achieving economic and social cohesion and on how Community policies have contributed to it.
Ponuda koja se smatra najboljom prema kriterijima određenim za dotični ugovor, tj. prema kvaliteti, tehničkim karakteristikama, funkcionalnim značajkama, uslugama poslije isporuke i tehničkoj pomoći, datumu isporuke ili razdoblju provedbe i cijeni. Ovi kriteriji moraju biti objavljeni u obavijesti o nabavi ili navedeni u natječajnoj dokumentaciji.
The tender regarded as the best according to the criteria laid down for the contract in question e.g. quality, technical properties, functional qualities, after-sales service and technical assistance, delivery date or performance period and the price. Program suradnje i mobilnosti s trećim zemljama na području visokog obrazovanja, koji je uspostavljen Odlukom Europskog parlamenta i Vijeća br. 2317/2003/EZ, za razdoblje 2004.-2008. Vrijednost mu je 230 milijuna eura. Promiče Europsku uniju kao centar izvrsnosti u učenju u cijelom svijetu. Financira visokokvalitetne magistarske studije te poboljšava vidljivost i atraktivnost europskog visokog obrazovanja u trećim zemljama. Također financira stipendije EU za državljane trećih zemalja koji se obrazuju na tim magistarskim studijima, kao i stipendije za državljane EU koji studiraju u trećim zemljama. Hrvatskoj je program otvoren za djelomično sudjelovanje u svojstvu treće zemlje.

Financijska institucija Europske unije sa zadaćom da doprinese ekonomskoj, socijalnoj i teritorijalnoj koheziji kroz uravnotežen razvoj teritorija Europske unije. Aktivna je u provedbi instrumenata kohezijske politike EU te programa Zajednice namijenjenim malom i srednjem poduzetništvu (MAP, CIP). U Financijskoj perspektivi 2007.-2013. bit će instrumentalna u provedbi inicijativa Jaspers, Jeremie i Jessica. EIB-ovo financiranje vrši se prvenstveno iz vlastitih izvora Banke, ali i iz sredstava programa EU.
European Union's financial institution with the task to contribute to economic, social and territorial cohesion through the balanced development of the EU territory. It is active in implementation of the EU cohesion policy instruments and the Community Programmes intended for the SMEs (MAP, CIP). In the Financial Perspective 2007-2013 it is instrumental in implementation of the Jaspers, Jeremie and Jessica initiatives. EIB financing operations are conducted principally from the Bank's own resources but also, from the EU funds.
U Financijskoj perspektivi 2007.-2013. Treći cilj kohezijske politike EU usmjeren na jačanje prekogranične, transnacionalne i međuregionalne suradnje. Kao takva nastavlja inicijativu Zajednice INTERREG. Sudjelovanje Hrvatske u ovom cilju financira se kroz program IPA CBC.
In the Financial Perspective 2007-2013 Objective 3 of the EU Cohesion Policy aiming at strengthening cross-border, transnational and interregional cooperation. As such it continues the INTERREG Community Initiative. Participation of the Republic of Croatia is financed within IPA CBC programme.

Instrument Zajedničke poljoprivredne politike tijekom trajanja Financijske perspektive 2007.-2013. uspostavljen Uredbom Vijeća br. (EZ) 1290/2005. Financira interventne mjere na tržištu poljoprivrednih proizvoda. Hrvatskoj će se Fond otvoriti po pristupanju Europskoj uniji.
Instrument of the Common Agricultural Policy during the Financial Perspective 2007-2013 established by the Council Regulation No (EC) 1290/2005. It finances market intervention measures for agricultural products. Croatia will become eligible for the Fund upon accession to the EU.
Jedan od četiri fonda u sklopu Okvirnog programa za solidarnost i upravljanje migracijskim tokovima. Proračun mu je 699,37 milijuna eura. Opći je cilj fonda dati podršku i poboljšati napore zemalja članica da osiguraju uvjete za primanje izbjeglica, prognanika i korisnika dodatne zaštite; primjenjuju pravedne i učinkovite postupke davanja azila; promiču pozitivnu praksu u području azila, kako bi se zaštitila prava osoba kojima je potrebna međunarodna zaštita, te omogućilo da sustavi azila u državama članicama funkcioniraju učinkovito. Hrvatska će Fond koristiti kao treća zemlja.
On of the four funds within the Solidarity and Management of Migration Flows Framework Programme. Its budget amounts to 699.37 million €. The general objective of the Fund is to support and improve the efforts of Member States to grant reception conditions to refugees, displaced persons and beneficiaries of subsidiary protection, to apply fair and effective asylum procedures and to promote good practices in the field of asylum so as to protect the rights of persons requiring international protection and enable Member States asylum systems to work efficiently. Croatia will utilise the Fund as a third country.
Jedan od strukturnih fondova. U Financijskoj perspektivi 2007.-2013. uspostavljen je Uredbama Vijeća br. 1083/2006 i 1080/2006. Cilj mu je jačanje ekonomske i socijalne kohezije te smanjivanje razlika između regija unutar EU, kroz podršku u razvoju i strukturnim prilagodbama regionalnih gospodarstava, kao i podršku prekograničnoj, transnacionalnoj i međuregionalnoj suradnji. Uglavnom je usmjeren na proizvodne investicije u cilju otvaranja radnih mjesta, infrastrukturne investicije te na lokalni razvoj i razvoj malog i srednjeg poduzetništva. Hrvatskoj će ERDF biti otvoren nakon pristupanja, za što se priprema kroz program IPA.
One of the Structural Funds. In the Financial Perspective 2007-2013 it is established by the Council Regulations No 1083/2006 and 1080/2006. Its goal is to reinforce economic and social cohesion by redressing the main regional imbalances in the EU through support for the development and structural adjustment of regional economies, and support for cross-border, transnational and interregional cooperation. It mainly supports productive investment and job creation, infrastructure investments and local and development of small and medium-sized enterprises. Croatia will become eligible for the ERDF upon accession, for which it is preparing by the IPA programme
Jedan od četiri strukturna fonda u Financijskoj perspektivi 2000-2006.; financira Zajedničku poljoprivrednu politiku. Uspostavljen je Uredbom Vijeća br. (EZ) 1258/1999. Sastoji se od dvije komponente. Komponenta usmjeravanja predstavlja jedan od četiri strukturna fonda i osigurava financijska sredstva za restrukturiranje farmi i razvoj ruralnih područja. Komponenta garancija, koja je obimnija, osigurava financijska sredstava ponajprije za direktna plaćanja, ali i subvencije cijena poljoprivrednih proizvoda na tržištu (bilo kroz intervencije na unutarnjem tržištu ili izvozne poticaje). Komponenta garancija također financira neke programe ruralnog razvoja. U Financijskoj perspektivi 2007.-2013. EAGGF zamjenjuju EAFRD i EAGF.
One of the four structural funds in the Financial Perspective 2000-2006 which finances the Common Agricultural Policy. It was established by the Council Regulation No (EC) 1258/1999. It consists of two sections. The Guidance Section is one of the four structural funds and provides financial support to restructure farms and develop rural areas. The Guarantee Section, which is the larger of the two, provides financial support firstly for direct payments and secondly for supporting the prices at which farmers sell their products in the market (whether through intervention on the internal market or export refunds). The Guarantee section also finances some rural development programmes. In the Financial Perspective 2007-2013 EAGGF is replaced by EAFRD and EAGF.
Specijalizirani instrument EU koji malim i srednjim poduzećima osigurava poduzetnički kapital i garancijske instrumente u okviru programa MAP/CIP. Bit će također dijelom provedbene strukture inicijative Jeremie.

Instrument Zajedničke poljoprivredne politike tijekom trajanja Financijske perspektive 2007.-2013. uspostavljen Uredbom Vijeća br. (EZ) 1698/2005. Vrijednost Fonda je 77,66 milijardi eura. Fond je usmjeren na smanjivanje razlika između regija EU kroz razvoj poljoprivrede. Zamijenio je Komponentu usmjeravanja EAGGF-a, kao i mjere ruralnog razvitka u Komponenti garancija. Omogućuje jedinstveni izvor financiranja iz EU za sve programe ruralnog razvoja. Sastoji se od četiri grane: (1) poboljšanje konkurentnosti sektora poljoprivrede i šumarstva, (2) poboljšanje okoliša i krajolika, (3) kvaliteta života u ruralnim područjima i diverzifikacija ruralne ekonomije, i (4) Leader pristup. Hrvatskoj će se Fond otvoriti po pristupanju Europskoj uniji. Njegovo se korištenje priprema kroz programe SAPARD i IPA-RD.

It aims at alleviating differences between EU regions by means of agricultural development. It replaced the Guidance Section of the EAGGF, as well as the rural development measures financed under the Guarantee Section. It provides the single financial contribution from the EU to rural development programmes. It consists of four axis: (1) Improving competitiveness of the agricultural and forestry sector, (2) Improving the environment and the countryside, (3) The quality of life in rural areas and diversification of rural economy and (4) the Leader approach. Croatia will become eligible for the Fund upon accession to the EU. It is preparing for its utilisation by the SAPARD and IPARD programmes.
U Financijskoj perspektivi 2007.-2013. instrument koji financira zajedničku ribarsku politiku (uspostavljen Uredbom Vijeća (EZ) br. 1198/2006). Njegova je vrijednost 3,849 milijarde €. Zamjenjuje FIFG. Fond je koncipiran tako da osigurava održivo ribarstvo i industriju akvakulture u EU. Financira industriju koja prilagođava svoju flotu radi postizanja konkurentnosti, kao i mjere zaštite okoliša. Također pomaže ribarskim zajednicama pogođenim promjenama da diverzificiraju svoju ekonomsku bazu. Dodatna sredstva su namijenjena mjerama koje će osigurati kvalificiranu radnu snagu potrebnu ribarskoj industriji. Hrvatskoj će se Fond otvoriti po pristupanju Europskoj uniji. Njegovo se korištenje djelomično priprema kroz programe SAPARD i IPARD.

sustainable European fishing and
aquaculture industry. It supports both
the industry as it adapts its fleet tomake it more competitive and promote measures to protect the environment.It also helps fisheries communities

Croatia will become eligible for the Fund upon accession to the EU. Its utilisation is being partially prepared by the SAPARD and IPARD programmes.
Jedan od strukturnih fondova. Osnovan je 1957. godine kao alat za razvoj ljudskih potencijala i poboljšanje funkcioniranja tržišta rada. Također se koristi za jačanje institucija na nacionalnoj, regionalnoj i lokalnoj razini. U Financijskoj perspektivi 2007.-2013. uspostavljenje Uredbama Vijeća br. 1083/2006 i 1080/2006. Cilj mu je promicanje visoke razine zaposlenosti, ravnopravnosti između muškaraca i žena, održivi razvoj te ekonomske i socijalne kohezije. Predstavlja instrument za financiranje provedbe nacionalnih akcijskih planova za zapošljavanje. Hrvatskoj će ESF biti otvoren nakon pristupanja, za što se priprema kroz program IPA.
One of the Structural Funds. It was created in 1957 as a tool for development of human resources and the improvement of the workings of the labour market. It is also used for the institution building on the national, regional and local level. In the Financial Perspective 2007-2013 it is established by the Council Regulations No 1083/2006 and 1080/2006. The ESF aims at promoting a high level of employment, equality between men and women, sustainable development and economic and social cohesion. It provides supporting finance for implementation of the National Action Plans for Employment. Croatia will become eligible to the ESF upon accession, for which it is preparing by the IPA programme.

The programme was established for the period 2001-2004 by the Decision of the Council No. 2001/48/EC and extended until 2006 by the Decision 456/2005/EC. In the Financial Perspective 2007-2013 e-Content is incorporated in the CIP programme.

Inicijativa Unije u Financijskoj perspektivi 2000.-2006. pokrenuta radi razvijanja pristupa tržištu radne snage i novih ideja unutar europskih strategija zapošljavanja i procesa jačanja socijalne uključenosti. Cilj joj je jačanje borbe protiv diskriminacije i isključivosti na osnovi spolne, rasne, nacionalne, religijske pripadnosti, starosne dobi ili seksualne orijentacije. EQUAL se provodi između zemalja članica EU i financira se kroz ESF. U Financijskoj je perspektivi 2007.-2013. iskustvo iz EQUAL-a uklopljeno u programe koje financira ESF.
Community Initiative in the Financial Perspective 2000-2006 launched to develop access to the labour market and new ideas regarding the European employment strategies and social inclusion. Its aim is antidiscrimination and fight against exclusion based on gender, race, nationality, religion, age or sexual orientation. EQUAL is implemented between the EU Member States and is financed by the ESF. In the Financial Perspective 2007-2013 EQUAL experience is incorporated in the mainstream programmes financed by ESF.

Njime na razini EU upravlja Izvršna agencija za obrazovanje, audiovizualni sektor i kulturu.

The programme was established by the Decision of the European Parliament and Council No. 1904/2006/EC for the period 2007-2013. It budget amounts to 215 million €. It is managed on the EU level by the Education, Audiovisual and Culture Executive Agency.
