The second phase of the project cycle. It involves identification of project ideas which are consistent with the priorities defined during the programming phase. It also includes assessment of their relevance and the likely feasibility and initial elaboration in terms of objectives, results and activities. The result of this phase is usually a project fiche.
Druga faza projektnog ciklusa. Uključuje identifikaciju projektnih ideja koje su u skladu s prioritetima definiranim tijekom faze programiranja. Također uključuje i procjenu njihove relevantnosti i izvedivosti te početnu razradu cilja, rezultata i aktivnosti. Rezultat ove faze obično je dokument pod nazivom sažetak projekta.
The fourth phase of the project cycle during which the project is implemented, and progress towards achieving objectives is monitored and reported. It is subdivided into inception period, main implementation period and phase-out period. Audits of the project implementation are also carried out during this phase.
Četvrta faza projektnog ciklusa tijekom koje se projekt provodi te se prati njegov napredak u odnosu na ostvarivanje ciljeva, o čemu se podnose izvještaji. Dijeli se na razdoblje utvrđivanja zatečenog stanja, razdoblje provedbe i razdoblje završavanja projekta. Tijekom ove faze vrše se i revizije provedbe projekata.
One of the four funds within the Solidarity and Management of Migration Flows Framework Programme. Its budget amounts to 825 million €. The general objective of the instrument (applicable as of 1 January 2007) is to support the efforts of Member States to enable third country nationals to fulfil the conditions of residence and to facilitate their integration into European societies, in accordance with the Common Basic Principles for immigrant integration policy in the European Union.

Opći je cilj instrumenta (u primjeni od 1. siječnja 2007. godine) pružiti podršku državama članicama u naporima da omoguće državljanima trećih zemalja da ispune uvjete za dozvolu boravka te da olakšaju njihovu integraciju u europsko društvo, u skladu sa Zajedničkim temeljnim načelima politike integracije imigranata u Europsku uniju.
Abbreviation for Interchange of Data between Administrations. Community Programme for the period 2005-2009 (established by the Decision of the European Parliament and the Council No 2004/387/EC). The budget of the programme for its lifetime amounts to 148.7 million €. Its mission is to support the implementation of Community policies and activities by co-ordinating the establishment of Trans-European telematic networks between administrations. As data needs to be exchanged throughout Europe, IDA also acts as an important vehicle for the re-engineering of the working processes of the administrations. Croatia became eligible for full participation in the programme in 2006.
Kratica za eng. Interchange of Data between Administrations. Program Zajednice za razdoblje 2005.-2009. (uspostavljen Odlukom Europskog parlamenta i Vijeća br. 2004/387/EZ). Ukupna vrijednost programa za cijelo vrijeme njegova trajanja je 148,7 milijuna eura. Misija mu je financiranje provedbe politika i aktivnosti Zajednice kroz koordinaciju uspostave trans-europskih telematskih mreža između upravnih tijela. Budući da je u cijeloj Europi potrebno razmjenjivati podatke, IDA također služi kao važno sredstvo za redefiniranje poslovnih procesa u upravnim tijelima. Hrvatskoj je program otvoren za punopravno sudjelovanje u 2006. godini.

Community Initiative started with the aim of developing cross-border cooperation on EU internal and external borders. The Initiative started in 1990, and in the Financial Perspective 2000-2006 it entered its third phase. In this phase it consisted of three strands: INTERREG III A -cross-border cooperation, INTERREGIII B - transnational cooperation and INTERREG III C - interregional cooperation. In the Financial Perspective 2007-2013 it is replaced by the Objective 3 - European Territorial Cooperation. On the external EU borders, the cooperation in the framework of INTERREG is co-financed by the third country programmes (in case of Croatia, by CARDS and PHARE). In the period 2000-2006 Croatia participated in four INTERREG programmes: INTERREG IIIA Adriatic Cross-Border Programme and the New Neighbourhood Programme Slovenia-Hungary-Croatia, INTERREG III B CADSES and INTERREG III C. Participation of Croatian project partners was financed from PHARE and CARDS.
Inicijativa Europske zajednice pokrenuta radi razvijanja prekogranične suradnje između pograničnih područja na unutarnjim i vanjskim granicama EU. Inicijativa je započeta 1990. godine, a u Financijskoj perspektivi 2000.-2006. nalazila se u svojoj trećoj fazi. U toj se fazi sastojala od tri linije: INTERREG III A - prekogranična suradnja, INTERREG III B - transnacionalna suradnja i INTERREG III C -međuregionalna suradnja. U Financijskoj perspektivi 2007.-2013. INTERREG se zamjenjuje Ciljem 3. -Europska teritorijalna suradnja. Na vanjskim granicama Unije suradnju u sklopu INTERREG-a sufinanciraju programi za treće zemlje (u slučaju Hrvatske CARDS i PHARE). U razdoblju 2000.-2006. Hrvatska je sudjelovala u četiri INTERREG programa: INTERREG III A - Program jadranske prekogranične suradnje i Program za susjedstvo između Slovenije, Mađarske i Hrvatske, INTERREG III B CADSES i INTERREG III C. Sudjelovanje projektnih partnera iz Hrvatske financiralo se iz programa PHARE i CARDS.
Abbreviation for Instrument for Pre-Accession Assistance. A unified pre-accession fund for the period 2007-2013. It was established by the Council Regulation No. 1085/2006. Its budget amounts to 11.468 billion €. It replaces CARDS and pre-accession funds (PHARE, ISPA, SAPARD). Its objective is to assist candidate countries and potential candidate countries in their progressive alignment with the acquis communautaire, with a view to membership. IPA Cross Border Cooperation -Component II of the IPA programme. It provides a framework for bilateral cooperation programmes between an IPA beneficiary and its neighbouring countries. EU Member States finance their activities in cross-border programmes from ERDF (European Territorial Cooperation), and non-member states in the neighbourhood of Croatia from IPA-CBC.

It finances infrastructure investment in the area of transport and environment for priorities such as road and rail infrastructure, wastewater management, solid and hazardous waste management, water supply and sewerage. It is preparing a candidate country for utilisation of the Cohesion Fund after accession. In the Financial Perspective 2007-2013, ISPA is replaced by the Component 3. of the IPA programme - IPA Regional Development. Croatia became eligible for ISPA in 2005 and 2006 and was allocated a total of 60 million € for use in the n+3 period.

The main monitoring body for the implementation of IPA measures on the level of the beneficiary country. It is composed of the representatives of the European Commission, the National IPA Coordinator (NIPAC), the National Authorising Officer, the Strategic Coordinator and representatives of the operating structure. Metoda provedbe proračuna EU kada Europska komisija delegira određene provedbene zadaće na europske ili nacionalne agencije ili tijela. Ova se metoda, na primjer, primjenjuje na provedbu programa Unije na području obrazovanja.
EU Programme in the Financial Perspective 2007-2013 providing support for the European education sector. It was established by the Decision 1720/2006/EC. Its budget amounts to 6.97 billion €. The programme replaces Socrates, Leonardo da Vinci, e-learning and related programmes, which expired at the end of 2006. It comprises four sub-programmes: Comenius (school education); Erasmus (higher education); Leonardo da Vinci, (vocational education and training); Grundtvig (adult education). It also includes a "transversal" programme incorporating four key activities (policy development, language learning, innovative approaches and dissemination of project results), plus a Jean Monnet programme to support action related to European integration and European institutions and associations.

The programme was established by the Decision of the European Parliament and the Council No. 1230/2003/EC. Its budget amounted to 200 million €. It focuses on energy efficiency and renewable energy sources. In the Financial Perspective 2007-2013 the programme was incorporated in the CIP programme. Croatia became eligible for full participation in the programme in 2006.

IPA envisages the following general structures: the NIPAC, the Strategic Coordinator, the CAO, the NAO, the National Fund, an operating structure, and the Audit Authority. The IPA Monitoring Committee is in charge of overall monitoring of the programme, and is assisted by sectoral monitoring committees established for individual components or operational programmes.
Program IPA predviđa sljedeće opće strukture: NIPAK, strateški koordinator, dužnosnik nadležan za akreditaciju (DNA), nacionalni dužnosnik za ovjeravanje (NDO), Nacionalni fond, operativnu strukturu i revizijsko tijelo. Operativne strukture se uspostavljaju u relevantnim nadležnim institucijama za svaku komponentu programa ili operativni program. Nadzorni odbor programa IPA zadužen je za cjelokupni nadzor programa, a pomažu mu sektorski nadzorni odbori uspostavljeni za pojedine komponente i operativne programe.
In the context of IPA Regional Development, the National IPA Coordinator (NIPAC) with the coordinating body performs the overall coordination of the programme preparation and monitoring. Strategic co-ordinator is responsible for coordination with the IPA HRD component. The National Authorising Officer (NAO) with the National Fund (MFIN) with the National Fund undertakes the overall financial responsibility. Operating structure, which consists of several bodies with different tasks, is established on the level of the operational programmes within the IPA Regional Development component and is in charge of managing of the individual operational. The Audit Authority is in charge of the external audit. Monitoring is carried out through the IPA Monitoring Committee and Sectoral Monitoring Committees established for each operational programme.
U kontekstu programa IPA Regionalni razvoj, nacionalni IPA koordinator (NIPAK) s koordinacijskim tijelom provodi cjelokupnu koordinaciju pripreme i nadzor programa. Strateški koordinator odgovoran je za koordinaciju s komponentom IPA HRD. Nacionalni dužnosnik za ovjeravanje (NDO) s Nacionalnim fondom (MFIN) preuzima cjelokupnu financijsku odgovornost. U kontekstu programa IPA TAIB, nacionalni IPA koordinator (NIPAK) s koordinacijskim tijelo provodi cjelokupnu koordinaciju pripreme i nadzor programa. Nacionalni dužnosnik za ovjeravanje (NDO) s Nacionalnim fondom (NF) preuzima cjelokupnu financijsku odgovornost. Središnja agencija za financiranje i ugovaranej programa i projekata Europske unije (SAFU) na čelu s dužnosnikom za ovjeravanje programa (DOOP ) zadužena je za raspisivanje natječaja, ugovaranje i plaćanja. Tehnička je provedba u nadležnosti relevantnih resornih institucija, tj. imenovanih voditelja programa i jedinica za provedbu projekata. Vanjsku reviziju vrši revizijsko tijelo. Nadzor programa provodi se kroz Nadzorni odbor programa IPA i Nadzorni odbor programa IPA TAIB.

Provedbeno tijelo nadležno za odabir projekata, ugovaranje, plaćanje i tehničku provedbu mjera osiguranih u sklopu programa IPARD, na koje Komisija prenosi ovlasti upravljanja. U Hrvatskoj je Agencija uspostavljena u Ministarstvu poljoprivrede, ribarstva i ruralnog razvoja, Ravnateljstvu za strukturne i tržišne potpore. Agencija nastavlja aktivnosti SAPARD agencije. Naziv joj je: Agencija za plaćanja u poljoprivredi, ribarstvu i ruralnom razvoju.
The main monitoring body for the implementation of the IPA-RD programme with participation of the Commission and the recipient country. The Committee is chaired by a senior official of the administration at ministerial. Representatives of the Managing Authority, the Paying Agency for Agriculture, Fisheries and Rural Development , relevant stakeholders (interest groups), the National Authorising Officer (NAO) as well as the National IPA Coordinator (NIPAC) also participate.
Glavno tijelo za nadzor provedbe programa IPA-RD u kojem sudjeluju Komisija i zemlje korisnice. Odborom predsjeda državni dužnosnik. Također sudjeluju predstavnici upravljačkog tijela, Agencije za plaćanje u poljoprivredi, ribarstvu i ruralnom razvoju, dionici (interesne zajednice), nacionalni dužnosnik za ovjeravanje (NDO) i nacionalni koordinator programa IPA (NIPAK).
In the context of ISPA in Croatia the National ISPA coordinator (NIC) with the coordinating body performs the overall coordination of the programme preparation and monitoring. The National Authorising Officer (NAO) with the National Fund (MFIN) undertakes the overall financial responsibility. The Central Finance and Contracting Agency (CFCA) headed by the Sector Authorising Officer (SAO) who is in charge of tendering, contracting and payments. Technical implementation is the responsibility of the relevant line institution through its Sectoral Coordination Officers (SCOs) and the final beneficiaries. Monitoring is carried out through the ISPA Monitoring Committee.
U kontekstu programa ISPA u Hrvatskoj, nacionalni ISPA koordinator (NKPI) s koordinacijskim tijelom provodi cjelokupnu koordinaciju pripreme i nadzora programa. Nacionalni dužnosnik za ovjeravanje (NDO) s Nacionalnim fondom (NF) preuzima cjelokupnu financijsku odgovornost. Središnja agecnija za financiranje i ugovaranje programa i projekata EU (SAFU), na čelu sa sektorskim dužnosnikom za ovjeravanje (SDOP-om), zadužena je za raspisivanje natječaja, ugovaranje i plaćanja. Tehnička je provedba u nadležnosti relevantnih resornih institucija preko sektorskih koordinatora i krajnjih korisnika. Nadzor programa provodi Nadzorni odbor programa ISPA.
