Procedure without prior publication of a procurement notice, in which the Contracting Authority consults the candidate or candidates of its choice and negotiates the terms of the contract with one or more of them. This procedure is used only in exceptional circumstances.
Procedura bez prethodnog objavljivanja obavijesti o nabavi u kojoj Ugovaratelj konzultira kandidata ili kandidate koje želi, a s jednim ili više njih pregovara uvjete ugovora. Ova procedura se koristi samo u izvanrednim okolnostima.

U kontekstu programa IPA TAIB, dokument koji Europska komisija usvaja na godišnjoj razini, a koji se temelji na projektnim prijedlozima zemlje korisnice. Dokument odražava prioritete navedene u Višegodišnjem indikativnom planskom dokumentu. Temelj je za Komisijin Prijedlog za financiranje i Sporazum o financiranju između Komisije i zemlje korisnice za određenu proračunsku godinu.

Na temelju njega države članice Europsku komisiju izvještavaju o svojim prioritetima za ulaganje sredstava iz strukturnih fondova. Inicijalno se NRP izrađivao samo za potrebe strukturnih fondova, ali se tijekom vremena pretvorio u opći razvojni dokument.

Basic framework for strategic guidance of the Cohesion Policy Instruments in the Financial Perspective 2007.-2013. NSRF links the Community priorities with the national and regional priorities for sustainable development. It is developed on the basis of the priorities defined in the National Development Plan. It is the basis for further development of a number of sectoral or regional Operational Programmes.
Osnovni okvir za strateško usmjeravanje instrumenata kohezijske politike u financijskom razdoblju EU od 2007.-2013. NSRO povezuje prioritete Zajednice s nacionalnim i regionalnim prioritetima za održivi razvoj. Temelji se na prioritetima Nacionalnog razvojnog plana. Na temelju njega države članice pripremaju niz sektorskih ili regionalnih operativnih programa.
Nomenclature of Territorial Units for Statistics established by the European Office for Statistics (Eurostat) in order to create a single and coherent structure of territorial distribution. It has been used in the Community legislation pertaining to the Structural Funds since 1988. There are three levels of the classification defined by the siže and population in a certain area (NUTS level 1, NUTS level 2 and NUTS level 3) which are used for defining eligibility of regions under the Cohesion Policy Instruments. The Cohesion Fund uses NUTS level 1, the ERDF uses NUTS level 2, the ESF uses NUTS levels 2 and 3, and the European Territorial Cooperation uses NUTS level 3. For Croatia Eurostat has approved NUTS classification in March 2007.
Statistička nomenklatura prostornih jedinica koju je definirao Europski statistički ured (Eurostat) kako bi stvorio jedinstvenu i koherentnu strukturu za teritorijalnu raspodjelu. Koristi se od 1988. godine u zakonodavstvu Zajednice vezanom na strukturne fondove. Postoje tri razine klasifikacije definirane prema veličini i broju stanovnika na određenom području (NUTS 1, NUTS 2, NUTS 3) koje se koriste za definiranje prihvatljivosti neke regije za financiranje iz instrumenata kohezijske politike. Kohezijski fond koristi NUTS1, ERDF koristi NUTS 2, ESF koristi NUTS 2 i 3, a Europska teritorijalna suradnja koristi NUTS 3. Eurostat je odobrio NUTS klasifikaciju za Hrvatsku u ožujku 2007. godine

Pravilo koje određuje da sredstva nekog programa moraju biti potrošena u roku od x godina (obično dvije ili tri) od neke specifične točke u procesu odobravanja programa, npr. datuma odluke Europske komisije o financiranju.
Those funds which are put at the disposal by the Government of the beneficiary country and are thus inscribed under different headings of the national budget. In cases where the funds may come from regional authorities and/or from the municipalities' budget, these should also be considered as National Public Funds. Equally considered as national public funds are funds from public enterprises as well as loans by International Financial Institutions to public entities.
Sredstva koja je na raspolaganje stavila Vlada države korisnice, a evidentirana su u okviru različitih stavki državnog proračuna. Ako sredstva osiguravaju jedinice lokalne i područne (regionalne) samouprave, ta se sredstva također smatraju sredstvima primatelja. Sredstvima primatelja smatraju se i sredstva javnih poduzeća te zajmovi međunarodnih financijskih institucija javnim poduzećima.

NIPAC ensures close connection between overall accession process and utilization of EU financial assistance and bears the responsibility for monitoring of programme. He is also responsible for coordination between components of IPA programme, programming within the scope of IPA TAIB component, as well as coordination of beneficiary country’s participation in relevant cross-border cooperation programmes
Nacionalni IPA kooridinator (NIPAK) je državni dužnosnik nadležan za ukupnu koordinaciju pomoći iz programa IPA u državi korisnici. NIPAK osigurava usku povezanost između općeg procesa pristupanja i korištenja financijske pomoći EU, a odgovoran je za nadzor programa. Odgovoran je također za koordinaciju između komponenti programa, za programiranje u sklopu komponente IPA TAIB te za koordinaciju sudjelovanja države korisnice u relevantnim programima prekogranične suradnje.
