Press Conference held by Finance Minister Šuker

European Commission acknowledges the Croatia's efforts during the period of last six months in the field of management of pre-accession EU funds. Therefore, on Friday 25th July 2008 the suspension of contracting of projects from PHARE 2006 was removed and 5 million EUR from IPA programme were also defrosted. However, the advisor of the EC Delegation in Croatia Oscar Benedict stated that Zagreb must make further efforts in implementation.

The EU funds available to Croatia were presented on the press conference held by Mr. Benedict and Finance Minister Ivan Šuker. Mr. Benedict stated "We aknowledge Croatia's efforts and now have a possibility to remove the suspension".

Suspension on the signature for contracts from PHARE 2006 is cancelled to Croatia

European Commission officially confirmed that suspension on the signature for contracts from PHARE 2006 program has been cancelled. The total value of these contracts is 52 million euros. It is considered from Bruxelles, that Croatia has made a great progress in fulfillment of benchmarks set by the Commission - i.e. the Central Finance and Contracting Agency has been founded and many new staff has been employed there. The quality of the documents has also been improved and an essential quality control has been established, by employing new staff in Quality Assurance Sector.

I believe that the next year International Maritime Organization will support our suggestion and declare Adriatic as special sensitive sea area, and establishment of the Croatian Service for Vessel Traffic Monitoring and Information System will contribute to the protection and navigation security, said captain Mario Babić, Assistant Minister, presenting Functional and Technical Study on Vessel Traffic Monitoring and Information System (VTMIS).

Open doors held on rules of the Practical Guide to EC External Aid Contract Procedure

Central Finance and Contracting Agency continues with the training practice called Open doors, on rules of the Practical Guide to EC External Aid Contract Procedure for the Project Implementation Units. So far, two trainings have been held: 18 June 2008 on "How to draft selection criteria in tender announcements for Service contracts", and 9 July 2008 when there was a word on "Rules for holding a Shortlist Panel for Service contracts". Trainings are a part of Agency's, as an Implementing body in decentralized implementation system, systematic education of PIUs, and are regulated by the provisions of the Agreement signed between National Authorising Officer and Programme Authorising Officer on harmonization of monitoring PIU system.
