The purpose of this service contract is to assist in establishing a national team of experts within the Transport Operating Structure capable of independent identification, assessment and preparation of major project applications for future EU funding in the transport sector. Technical assistance will be focused on training of the staff through formal training sessions and learning by doing activities in the fields such as: conduction of needs analysis, pre-feasibility studies, feasibility studies, economic and financial analysis, environmental impact assessment reports, preparation of funding applications, etc. |

This project will provide technical assistance to the Operational Structure bodies in carrying out their tasks envisaged under IPA Implementing Regulation and Manuals of procedures related to implementation of projects in the period 2010-2011. The provision of technical assistance shall be related to financial management, reporting to the various stakeholders, preparation of monitoring sheets, monitoring of programme outputs and results, annual implementation reports, work plan preparation, carrying out on-the-spot check controls including risk assessment, managing irregularities, managing “N+3” rule and other procedures and tasks as defined in relevant Manual of procedures for IPA programme. |

This project is related to review of the existing preliminary design, environmental, socioeconomic, geographical and geodetic surveys and development of the main design (with the technical specifications, drawings and bill of quantities) for rehabilitation and improvement of the Sava river waterway (including main designs for replacement of the Jasenovac and Galdovo bridges) based on the existing preliminary design. The Consultant is expected to prepare all required documentation according to national legislation necessary for obtaining the building permit, submit it to the relevant national authority and make necessary modifications if requested by the Contracting Authority. |
