Special instruments financed from the Structural Funds the aim of which is to find common solutions to specific problems affecting the whole of the EU. In the Financial Perspective 2000-2006 there are four Community Initiatives (INTERREG, LEADER, EQUAL, URBAN). Community Initiatives are managed centrally by specific Managing Authorities established for their programmes. In the Financial Perspective 2007-2013 there will not be specialised Community Initiatives, but the Member States are expected to integrate this experience into the mainstream programmes.
Posebni instrumenti koji se financiraju iz strukturnih fondova, čiji je cilj pronaći zajednička rješenja za specifične probleme koji se pojavljuju na cijelom teritoriju EU. U Financijskoj perspektivi 2000.-2006. definirane su četiri Inicijative Zajednice (INTERREG, LEADER, EQUAL, URBAN). Inicijativama Zajednice centralno upravljaju upravljačka tijela uspostavljena za njihove programe. U Financijskoj perspektivi 2007.-2013. Inicijative Zajednice kao instrumenti više ne postoje, ali se od država članica očekuje da će ta iskustva integrirati u svoje sektorske programe.
