Upravni odbor zadužen za koordinaciju i koherentnost između pomoći koja se dobiva iz različitih komponenti programa IPA. Osim toga, Odbor za program IPA posebno je zadužen za komponente IPATAIB i IPA CBC. Drugi su odbori zaduženi za preostale komponente programa: STAR odbor za IPA-RD i Koordinacijski odbor za ERDF, ESF i Kohezijski fond za komponente IPA regionalni razvoj i IPA HRD.
