Rule which stipulates that the funds allocated to a programme must be spent within x years (usually two or three) starting from a specific point in the process of programme approval, for example from the date of the Financing Decision by the European Commission.
Pravilo koje određuje da sredstva nekog programa moraju biti potrošena u roku od x godina (obično dvije ili tri) od neke specifične točke u procesu odobravanja programa, npr. datuma odluke Europske komisije o financiranju.
