An implementing body in charge of project selection, contracting, payments and technical implementation of SAPARD measures, on which the Commission has conferred the implementation authority. In Croatia, the Agency is established in the Ministry of Agriculture, Fisheries and Rural Development, Directorate for Structural and Market Support Measures. With the launch of the IPARD programme, the SAPARD Agency is converted into the Paying Agency for Agriculture, Fisheries and Rural Development .
Provedbeno tijelo nadležno za odabir projekata, ugovaranje, plaćanje i tehničku provedbu mjera osiguranih u sklopu programa SAPARD, na koje je Komisija prenijela ovlasti provedbe. U Hrvatskoj je Agencija za plaćanja u poljoprivredi, ribarstvu i ruralnom razvoju uspostavljena u Ministarstvu poljoprivrede.
