U Hrvatskoj je Upravljačko tijelo za SAPARD uspostavljeno u Ministarstvu poljoprivrede, ribarstva i ruralnog razvoja, Upravi za održivi razvitak seoskog prostora. U kontekstu instrumenata kohezijske politike te pojedinih komponenti programa IPA (IPA CBC, IPA Regionalni razvoj, IPA HRD i IPARD), bilo koje javno ili privatno tijelo na nacionalnoj, regionalnoj ili lokalnoj razini koje je država članica odredila da upravlja operativnim programom. U Hrvatskoj su u kontekstu programa IPA Regionalni razvoj određena sljedeća upravljačka tijela: MMPI za OP promet, MZOPUG s MPRRR za OP za zaštitu okoliša te MGRP s MZOŠ, MMPI i Uredom za e-Hrvatsku za OP za regionalnu konkurentnost. U kontekstu programa IPA HRD, upravljačko tijelo je MGRP s MZOŠ i MZSS. Upravljačko tijelo IPARD-a je isto kao i za SAPARD.
In the context of SAPARD a body designated to coordinate program-ming, gather the information on monitoring and evaluation and to report this information to the SAPARD Monitoring Committee. In Croatia SAPARD Managing Authority is esta-blished in the Ministry of Agriculture, Fisheries and Rural Development, Directorate for Sustainable Development of Rural Areas. In the context of the Cohesion Policy Instruments and some IPA components (IPA CBC, IPA Regional Development, IPA HRD and IPARD) any public or private authority or body at national, regional or local level designated by the Member State to manage an operational programme. In Croatia, in the context of the IPA Regional Development the following managing authorities are designed: the MSTI for the Transport OP, the MEPPPC with MAFRD for the Environment OP, the MELE with MSES, the MSTI and the Office for e-Croatia for the Regional Competitiveness OP. In the context of IPA HRD, the Managing Authority is the MELE with the MSES and the MHSW. For IPARD the Managing Authority is the same as for SAPARD.

A committee, established by a programme regulation, meeting periodically in Brussels, composed of representatives of the EU Member States, and chaired by the EC. The task of the management committee is to ensure sound management of the programme and to check whether the long-term strategic orientations defined in the programme's strategic documents are observed. In the context of pre-accession programmes, management committees approve initial multi-annual and annual programmes for a particular beneficiary country and possible subsequent reallocations. In the context of assistance available to Croatia there are the following management committees: CARDS Management Committee, PHARE Management Committee, STAR Committee (for SAPARD and IPARD), ISPA Management Committee, IPA Committee (general, for IPA TAIB and IPA CBC), and Coordination Committee of ERDF, ESF and the Cohesion Fund (for IPA Regional Development and IPA HRD).
