Instructions for Reporting on Irregularities

1.1. Reporting on irregularities related to the EU funds

Within the scope of implementation of projects financed from EU funds, one of the determined objectives is to ensure the efficient internal and external communication related to the mechanisms of prevention and reporting on irregularities and frauds.

Reporting on committed irregularities and/or frauds or on suspicion of committed irregularities and/or frauds may be done in person (by stating the name and surname) or by requesting anonymity.

Each committed irregularity and/or fraud and suspicion on committed irregularity and/or fraud must be reported regardless of the size and importance of the irregularity and/or fraud and regardless to the fact whether they were committed on purpose or by negligence.

Where to report an irregularity?

The suspicion on committed irregularity and/or fraud in management and implementation, i.e. report on committed irregularities and/or frauds may be sent to the following E-mail address:

1.2. Protection of the whistleblowers

In accordance with the CFCA’s Manual of Procedures:

  • „The whistleblower is an employee of the CFCA who, by acting in good faith, reports on the facts which he/she discovers during performing his/her tasks and which indicate the possibility of the existence of irregularities and errors.“
  • „The rules for protection of whistleblowers are also applied in a proper manner (particularly in terms of preserving confidentiality and anonymity) to the natural persons who are not CFCA’s employees, natural and legal persons who are the grant beneficiaries and the representatives of the public concerned who report on illegalities and irregularities in utilisation of EU funds.“

Protection of the whistleblowers:

  • „During informing the CFCA on identified irregularities and/or suspicion on fraud, the rules for protection of whistleblowers are applicable for CFCA’s employees and third parties who report on illegalities, the protection of their identities and the protection their acquired rights related to employment relations (where applicable) are guaranteed in accordance with the provisions of Article 43, Paragraph 6 of the Act on the Internal Control System in the Public Sector (OG 78/15) and Article 117, Paragraph 3 of the Labour Act (OG 93/14).“
