Study Visit of the Jordanian Institute of Public Administration to the CFCA

Within the framework of the Twinning project Strengthening the Capacity of the Institute of Public Administration in Jordan (JO 22 NDICI OT 01 23), on 11 December 2025, representatives of the Institute of Public Administration of Jordan visited the Central Finance and Contracting Agency (CFCA) as part of a study visit to the Republic of Croatia, which took place from 8 to 11 December 2025.

The project is implemented by the National School of Public Administration (NSPA) as the junior Member State partner, in cooperation with CFCA, which is responsible for the administrative and financial management of the project.

The study visit included a series of activities and meetings with relevant Croatian institutions involved in public administration, European Union funds management, and administrative capacity-building. The programme comprised working meetings, expert presentations, and exchanges of experience, with particular emphasis on institutional development, training of civil servants, and the use of technical assistance instruments.

At the beginning of the visit, Ms Nirvana Sokolovski, Head of the Twinning Service, welcomed the Jordanian delegation and provided a brief overview of the role of the CFCA in the administration and financial management of the Twinning projects.

This was followed by two presentations delivered during the visit to the CFCA focusing on the EU funds management and control system and on technical assistance instruments. Mr Denis Matas, Head of Service at the Office for Implementation Control I, presented the role of CFCA and shared experience in the implementation of IPA programmes as well as Structural and Investment Funds. Ms Dubravka Smolić Vlaić, Head of the Knowledge Transfer Service and National Contact Point for Twinning at the Ministry of Foreign and European Affairs of the Republic of Croatia, spoke about technical assistance instruments, with a particular emphasis on Twinning and TAIEX as key tools for strengthening institutional capacities.

The presentations prompted an active exchange of views, with particular interest shown in mentoring systems, professional training programmes, and the practical application of technical assistance instruments, including Twinning and TAIEX. The exchange of experience confirmed the value of Croatian good practices and their potential applicability within the Jordanian institutional context.
