Technical Assistance
Technical Assistance represents the “funds for the management and implementation of programmes”. It includes the support to the activities required for successful implementation of Operational Programmes in the Republic of Croatia.
Technical Assistance includes the following basic programming activities:
- Management and implementation of programmes (e.g. financing additional services required for the realisation of functions)
- Reimbursement of costs related to the work of bodies within the management and control system
- Computer systems for monitoring and evaluation
- Information and promotion
- Studies and assessments
The purpose of Technical Assistance
The primary objectives of the Technical Assistance are the following:
- Ensuring quality implementation of programmes and monitoring of their implementation
- Ensuring coordination and recognition of programmes
- Ensuring IT support for management, monitoring and reporting
The central objective of Technical Assistance is to ensure efficient implementation of Operational Programmes, priority axes and objectives. The activities which will be implemented within the framework of Technical Assistance contribute to higher recognition of programmes and quality of their implementation, monitoring and control.
CFCA Technical Assistance project
During 2015, the Central Finance and Contracting Agency became the beneficiary of the Technical Assistance project which is financed within the Operational Programme “Competitiveness and Cohesion”. This project covers the co-financing of expenses for employees, material costs, costs for trainings and expenses required for efficient implementation of the activities performed by Intermediate Body Level 2 for the purpose of ensuring and strengthening administrative capacities of the CFCA.

Project title: Technical Assistance to the CFCA for implementation of the Operational Programme “Competitiveness and Cohesion”
Coordinator: Ministry of Regional Development and EU Funds
Beneficiary: Central Finance and Contracting Agency
Project purpose: The purpose of this project is to ensure a high level of efficiency of the utilisation of the available EU funds in line with the EU rules and the national legislation through an efficient implementation of the Operational Programme “Competitiveness and Cohesion” by strengthening the capacities of the CFCA as Intermediate Body Level 2.
Description of the activities: The costs incurred during the CFCA’s performing of the role of Intermediate Body Level 2 within the Operational Programme “Competitiveness and Cohesion” will be covered from this project. Salary related costs, expenses for services and expenses for procurement of services from external experts stand out as the largest cost items.
Total project value: 111.231.575,00 HRK from which the awarded grant amounts up to 94.546.838,75 HRK.
Project implementation period: 25th September 2015 – 31st December 2021.
