Twinning light project closure in Montenegro

The Customs Administration of the Ministry of Finance of the Republic of Croatia, with administrative and financial support in the implementation by the Central Finance and Contracting Agency, has successfully implemented the Twinning Light Project with the purpose of supporting the Revenue and Customs Administration of Montenegro in preparation for upgrading TARICG to EU TARIC latest version and related ITMS subsystems.

On 18 October 2022, the final Project Steering Committee meeting was held in Podgorica, where the draft of final report, the activities carried out and the results achieved were presented and the success of the project implementation was jointly confirmed.

Also, on 20 October 2022, the Final event of the project was held. His Excellency Ambassador of the Republic of Croatia to Montenegro Veselko Grubišić, Deputy Head of Cooperation of the EU Delegation to Montenegro Liselotte Isaksson, representatives of the Revenue and Customs Administration of Montenegro and representatives of the Ministry of Finance of Montenegro (CFCU) addressed the participants. Project Leaders of both partners held a presentation, presenting the achieved results along with the most important recommendations. Among other guests, representatives of the Ministry of Foreign and European Affairs of the Republic of Croatia, the Central Finance and Contracting Agency of the Republic of Croatia, the Ministry of Agriculture of Montenegro and the Ministry of Economic Development and Tourism of Montenegro were present at the Final event.

The Customs Administration of the Ministry of Finance of the Republic of Croatia, with administrative and financial support in the implementation by the Central Finance and Contracting Agency, has successfully implemented the Twinning Light Project with the purpose of supporting the Revenue and Customs Administration of Montenegro in preparation for the upgrade of the TARICG national system of the Revenue and Customs Administration of Montenegro according to the latest version of the EU TARIC and ITMS systems.

It was the first independent participation of the Customs Administration as the Lead Member State partner of a Twinning project. The implementation of the project lasted from 2 February to 2 November 2022 and the value of the project was 250,000 €. The activities of the project were grouped into three components related to: customs legislation, administrative management along with human resources and information systems, all related to the management of TARIC and ITMS systems.

With the Twinning Light Project knowledge was transferred in the process of upgrade of the national TARIC system towards the EU TARIC and ITMS compatible systems, recommendations and guidelines for the upgrade of business processes in accordance with the latest EU versions were provided, in line with obligations from the negotiation process Chapter 29 Customs in Montenegro’s EU accession negotiations. The key recommendations relate to the alignment of legislation, improvement of the organisational structure and ensuring sufficient human resources for the implementation of the future ITMS project and the training that will follow.
